Evidence Administrator (CD)

Salary: $44,152.00 - $83,564.00 Annually

This is a non-sworn, administrative position. The incumbent performs routine tasks in management of the evidence systems of the Hanover County Sheriff’s Office. This includes serving as the custodian of physical evidence as well as administering the agency’s body-worn camera system.

Duties

Essential Functions:
  • Adheres to all County and Departmental policies, procedures, and all laws and regulations as they pertain to the management of assigned area.
  • Maintains the integrity of all property and evidence. Keeping it secure from loss, theft, and/or contamination and ensures that it can be located promptly.
  • Maintains “Chain of Custody” by logging all actions associated with the property and evidence.
  • Ensures the release and/or disposal of evidence and property in a legal and timely manner, including but not limited to disposal of narcotics, explosives, hazardous materials and weapons.
  • Responsible for organizing and documenting temporary release and return of property and evidence for court, crime lab analysis, and/or investigative use.
  • Acts as a liaison between the Sheriff’s Office and other agencies including other law enforcement, courts, and attorneys as needed in the judicial process, including testifying in court cases relevant to the “Chain of Custody.”
  • Ensures all body-worn camera recording footage is properly cataloged and can be easily accessed and cross-referenced with case files. Maintains records management security protocol and confidentiality.
  • Reviews recordings to ensure that sensitive footage of victims and innocent bystanders is appropriately modified to protect their privacy and safety in accordance with applicable FOIA laws.
  • Completes the expungement process in compliance with court orders of expungement of body-worn camera records.
  • Skill to investigate and locate digital evidence inside a complex computer storage system. The ability to solve problems that are not easily recognizable.
  • Operates a computer system to enter, retrieve, review and redact videos; verifies accuracy of entered data and makes corrections; utilizes word processing, database, video/audio applications and/or other programs.
  • Works independently and uses individual judgment and problem-solving skills to accomplish goals and achieve desired results.
  • Prepares reports and correspondence when required.
  • Oversees the work of subordinates, as applicable.
  • Performs other duties as assigned.

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

Knowledge, Skills and Abilities:
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate in both oral and written form, at both the technical and system user levels.
  • Considerable knowledge of software applications and hardware used for automated processes.
  • Knowledge of the following is required: Windows Operating Systems, various office applications including e-mail, spreadsheets, word processing, presenting programs, and MS Office.
  • Some knowledge of training practices and principles.
  • Skill in the use of a variety of data processing and office equipment.
  • Ability to organize and prioritize numerous tasks. Knowledge of basic computers.
  • Ability to work independently, with little or no supervision.
  • Must possess strong time management skills.
  • Ability to work beyond scheduled hours if necessary in a crisis.
  • Ability to work non-traditional days and hours as needed.
Education, Experience and Training:
  • High school diploma or equivalent required (bachelor's degree preferred) with at least two (2) years of related experience
  • -OR-
  • Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
