Property and Evidence Technician

Performs technical work receiving and processing police evidence and property. Position is responsible for maintaining compliance with federal/state and local laws. Work is performed under supervision of a Police Sergeant.

Duties

Essential Functions/Duties
  • Receive and process evidence and property, make accurate computer entries, bar-code and process items for proper storage; Review keyed case information from officers and make corrections and update entries - keep constant line of communication with officers regarding errors, and follow up on error correction(s); Scans documentation into case reports; Complete court orders regarding turn over, and destruction of property and evidence based on Federal/State law
  • Handle, package, transport, and dispose of hazardous materials such as medical/biological waste, illegal drugs, computers or pharmaceuticals; handle, package and store bio-hazards such as: blood, semen, urine, or clothing covered in such hazards; handle, package, store and dispose of large quantities of marijuana and marijuana plants which may contain pathogenic mold according to all safety procedures.
  • Maintain computer records or files on all evidence that shows how and when it came into the facility, left the facility, returned to the facility, or its final disposition to insure the integrity of the evidence for courtroom use in prosecution of offenders; testify in court regarding the handling and chain-of-custody of evidence; Coordinates evidence viewing with DA, defense attorneys and investigators; Purges evidence and recovered property in accordance with applicable laws by destroying, returning items to owner or submitting for auction.
  • Uses AOC computer to determine disposition of court cases; Coordinates with agencies and individuals reference disposal of property and evidence no longer needed; conducts file checks to initiate final disposition actions; Interprets and applies state laws and regulations regarding the use and disposition of evidence; prepares letters for return of property to owners; check proof of identification and/or ownership of property and releases as appropriate; Performs background check and determines eligibility based on Federal/State laws when releasing firearms (DCI); release seized and/or impounded vehicles; Ships recovered stolen property to owners and other agencies;
  • Maintains records for all Sexual Assault Kits for DOJ tracking; Keeps abreast of current laws regarding Sexual Assault Kits to maintain departmental compliance; Coordinates the form completion and lab submission for all incoming kits; Prepares and transmits outgoing kits to the appropriate lab;
  • Point of contact for/and maintains chain of custody records of intake, lab analysis, and release for all evidence housed for ATF, DEA, HSI, FBI, and SS;
  • Store firearms following appropriate procedures/CALEA guidelines; prepare notice of destruction for newspaper publication of unclaimed firearms; Responsible for entering ATF trace information on recovered/seized firearms; Disseminates results to requesting agencies and law enforcement personnel as requested
  • Prepares and transmits items to appropriate laboratory for testing; Collect evidence and laboratory samples when it comes back; log in evidence in accordance with tracking procedures; store items in accordance with recommended legal guidelines;
  • Creates and maintains manifests for items to be donated, sold, traded, turned over or destroyed; Coordinates public auctions for unclaimed property;
  • Keeps informed of all regulations pertaining to evidence and evidence storage; Conducts briefings to new department personnel regarding evidence procedures; Researches, develops and implements efficient procedures and operations to Property & Evidence pertaining to the receipt, storage, accounting, retrieval, control and disposition of all seized property including associated records, forms, reports and related statistical information
  • Assist officers and the public, in person and by telephone by providing and/or returning evidence; Build and maintain positive working relationships with co-workers, other city employees, other agencies, and the public using principles of good customer service
  • Maintains inventory, and requests supplies necessary for property storage and preservation of evidence.

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

EDUCATION AND EXPERIENCE:
  • High School Diploma or equivalent GED with some experience in processing police evidence.
  • Valid driver’s license
SPECIAL REQUIREMENTS:
  • DCI Module II certification within 6 months of employment
  • IAPE certification within 6 months of employment
