Evidence Manager

Killeen Police Department, Killeen, Texas

Salary: $58,834.26 - $88,251.70 Annually

The evidence manager position is assigned to the Staff Services Division and under the Staff Services Division Commander. The evidence manager provides evidence control and lab processing results for Departmental use in prosecutorial and internal investigations, as well as representing the Department with evidence/processing lab matters for outside agencies.

Duties

  • Responsible for the over-all operations of the evidence room, evidence processing lab, and personnel that work in that section.
  • May be called upon to manage and operate a crime scene team at major crime scenes.
  • Functions as liaison between the Police Department and other agencies with regard to evidentiary matters.
  • Coordinates all evidence and processing matters involving other departments and attorneys.
  • Daily evidence collection, marking, storage and record keeping, to include maintaining off site storage locations.
  • Complete evidence management to include; disposal, transfer to other agencies, accountability, preparing and receiving from lab, moving and relocating evidence, and disposal of evidence.
  • Conduct daily and annual inventories of evidence.
  • Purge file in the computer and Property Disposition Records (PDR) cards, maintains Alcohol, Tobacco, and Fingerprint (ATF) files and the processing station.
  • Processes crime scenes with latent processing, using dusting powders and chemicals to process for latent prints, then photographs the latent prints.
  • Utilizes the A.F.I.X. tracker fingerprint computer and makes finger print identifications.
  • Prepares court testimony and testifies in various courts.
  • Must be able give expert advice to other Detectives on latent prints, types of processing to be applied, processing crime scenes, and proper labs to be used.
  • Serves as a member of various employee committees.
  • Performs other duties as assigned.
  • Maintains Evidence Section equipment, supplies and facilities.

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

Required Minimum Qualifications
  • Bachelors degree from an accredited college or university in law enforcement, forensic sciences, or related field -AND-;
  • One year of practical application in an evidence lab, -OR-
  • Four (4) years of experience in evidence processing, crime scene processing, and latent processing and identification, can be substituted for degree
  • Any equivalent combination of education and experience.
  • Completed the Basic and Intermediate Identification school (I.D. Officer school) preferred.
  • Completed the Advanced Latent Print School preferred.
  • Two years of supervisory experience preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of Microsoft Office Suite, File Maker Pro programs;
  • Working knowledge of computers;
  • Ability to learn the applicable laws, ordinances, and department rules and regulations;
  • Ability to communicate effectively orally and in writing;
  • Ability to establish and maintain effective working relationships with subordinates, peers, government officialsand supervisors;
  • Ability to carry out assigned projects to their completion;
  • Ability to maintain confidential information;
  • Working knowledge of various camera and video equipment;
  • Working knowledge of fingerprint comparison programs;
  • Working knowledge of fingerprint developing chemicals;
  • Must be able to access NCIC/TCIC files.
Supplemental Information

SPECIAL REQUIREMENTS
  • Must pass a thorough background investigation and complete a polygraph examination.
  • Must have a valid driver's license by date of hire.
  • Must obtain and maintain a Texas Driver's License within 60 days of hire.
TOOLS AND EQUIPMENT USED
  • Personal computer, including word processing software, A.F.I.X. Tracker computer, photography equipment, fuming tanks, latent processing chemicals, latent comparison machines.
PHYSICAL DEMANDS
  • While performing the duties of this job, the employee is frequently required to sit, talk, and hear.
  • The employee is occasionally required to stand, walk, use hands to finger, handle or operate objects, tools, or controls, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and taste or smell.
  • The employee must periodically lift and/or move more than 75 pounds.
  • Specific vision abilities required by this job include close vision, normal color vision, and the ability to adjust focus.
