Forensic Media Technician

A forensic media specialist is required to assist with crime scene investigations in order to help provide digital computerized processing, analyzing, preservation, and continuity for photography and video files. These files and other forms of electronic media are most often collected from crime scenes, and further laboratory computerized processing is required for them to be used as a forensic aid in the investigations and presentations of crime scenes, the identification of persons involved in criminal activity as witnesses, victims, or suspects, and the identification of items of evidential value and to provide information to the media and the public.

Duties

Examples of Duties
  • Performs routine and complex digitized computer functions utilizing specialized professional computer hardware and software to process, analyze, preserve, develop, enhance, authenticate, and secure photographic and video images and/or audio recordings taken and/or collected from criminal, civil, and collision scenes and from other forensic media and sources, i.e., computer disks, memory cards, internal and external hard drives, photographic negatives, and other digital forms of video and photographic mediums.
  • Works with other sections within the agency as well as with other federal, state, and local law enforcement agencies on an as-needed basis, processing all photographic and video work orders from those officers and from attorneys from the District Attorney's Office, Public Defender's Office, Defense and Civil Attorneys, media entities, and other authorized individuals.
  • Develops, prepares, and presents electronic presentations, digital photographs, and sketches for courtroom trials and other legal proceedings.
  • Develops and prepares photographs and video for media and/or public relations presentations.
  • Maintains the chain of custody in a secure environment and all submitted and produced digital files of photographic and video images.
  • Prepares and maintains reports related to the investigative actions of the position.
  • Testifies in court proceedings as to the duties and responsibilities directly related to the position and to training, education, methods, and procedures utilized as a forensic media specialist.
  • Provides all agency employees with identification and law enforcement credentials.
Employees in this classification perform a variety of support duties requiring technical work in the field of police records, assisting in:
  • Retrieving criminal records for records checks using local and state record systems when requested by crime scene personnel.
  • Maintains administrative statistics and prepares daily, weekly, monthly, fiscal, and yearly reports for the CSI Unit and its personnel.
  • Maintains Forensic Media Lab equipment and supplies and advises on upgrades and updates to the newest and most innovative advancements, equipment, training, techniques, and procedures related to this forensic discipline.
  • Maintains and prepares acquisition orders and replenishes the administrative supplies for the CSI Unit.
  • Provides all agency employees with identification and law enforcement credentials.
  • Is occasionally called upon to photograph departmental events (will NOT photograph any type of evidence in criminal cases).
  • Answers incoming telephone calls from officers and any other citizens and provides information in response to inquiries or routes them to the proper person or section.
  • Performs routine office support and other administrative functions that require typing skills and knowledge of word processing and spreadsheet software. Responsible for other assigned related duties as directed.

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

Minimum Qualifications
  • High school diploma or GED; supplemented by vocational/technical training in computer technology and/or digital photographic and/or video development;
  • Two (2) years experience using desktop and/or laptop computers and Microsoft Office software or an equivalent combination of education, training, and experience.

Training, education, and experience preferred
  • Minimum two (2) years of experience with a bonafide public safety/government agency or in the private sector, processing photographic and video/audio images and recordings. Experience and training in the use of the AVID Ocean System computerized video processing equipment and related software, i.e., Clear ID, Adobe Premier, PhotoShop CS3 and newer, dTective, dCoder, and any other like software.
  • Experience and training in the use of other professional photo and video processing/editing software, i.e., Corel Photo and Video Editor, Apple Final Cut Pro, CyberLink Power Director, Nero, Corel Paint Shop Pro, Smart Draw, Pinnacle Studio, and others.
  • An Associate Degree (or documentation of 60 semester hours from a recognized educational facility) plus two (2) years of experience in the forensic media field OR four (4) years of experience as a forensic media specialist/analyst, preferably from a law enforcement or other emergency services agency.
License or Certification Required by Statute or Regulation
  • Desired after employment: certification as a Certified Forensic Video Analyst through Law Enforcement and Emergency Services Video Association (LEVA), Division of Criminal Investigation (DCI) certification through the North Carolina State Bureau of Investigation (NCSBI), and a North Carolina operator's license.
