The Property and Evidence Custodian is a non-sworn position, that under the general supervision of the Investigative Services Division (ISD) Sergeant, is responsible for receiving logging, inventorying, storing, and controlling all property and body camera footage related to Police cases in the Operations Division and ISD. This position is responsible for clerical work that involve detailed and complex data entry and accountability.

Duties

ESSENTIAL FUNCTIONS - Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions.
  • Physical and Digital Property and Evidence Management
  • Acquires, records, stores, controls, and distributes evidence and evidence related materials, such as abandoned and recovered property
  • Preserves, documents, and prepares evidence for analysis, investigation, destruction
  • Maintains files of all evidence and property stored in evidence room
  • Maintains cleanliness and order of the evidence room
  • Audits all evidence and property on no less than an annual basis
  • Maintain database for all items reported lost or found
  • Notifies any and all persons owning or having legal right to possession of property in the custody of the department
  • Returns property to owners or others having legal right to property in the department’s possession
  • Disposes of unclaimed and contraband property in the manner established by department policy and all applicable local, state, and federal laws
  • Destroys all evidence, property, and contraband materials upon direction from a court order
  • Assists the general public with requests for the return of property and/or evidence
  • Submits evidence to FDLE labs and Volusia County Sheriff’s Latent Print Division for processing and completes required reports and documentation
  • Preserves, maintains, redacts, and provides upon request body worn camera equipment, footage, evidentiary videos for requests from internal divisions, outside law enforcement agencies, state attorney’s office, or public records requests
  • Maintains clear, accurate, and complete reports, logs, and documentation on any and all evidence or activities engaged in
  • Crime Scene and Criminal Investigation Assistance
  • Processes crime scenes and evidence obtained at crime scenes
  • Maintains evidence supplies for ISD and Operations Division
  • Assists Operations Division and ISD in recovery of stolen property which includes storage, identification, and inventory for return to owner or holding for court proceedings
  • Testifies in court as to policies, procedures, and methods used in handling, storage, and security of property, evidence, and photographic materials coming within or under control of the position
OTHER DUTIES
  • Assists in the general customer service duties of the Police Department
  • Represents the Department at meetings involving assigned activities
  • All employees will have a role in the City’s disaster preparation and/or disaster recovery efforts, as may be designated in the City Comprehensive Emergency Management Plan

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

REQUIRED EDUCATION AND EXPERIENCE
  • High School graduation or possession of an acceptable equiva­lency diploma
  • A minimum of one (1) year of clerical, data entry, or records experience
  • A comparable amount of training, education, or experience can be substituted for the minimum qualifications
PREFERRED EDUCATION AND EXPERIENCE
  • Experience working with the systematic receipt, storage, maintenance, issuance, and disposal of various property items preferred
  • Experience in law enforcement, criminal justice, or a related field is preferred
  • Associates Degree in Public Administration, Business Administration, Criminal Justice or another related field
ADDITONAL ELIGIBILITY REQUIREMENTS
  • Valid Florida Driver’s License

  • General knowledge and skilled use of basic office equipment: fax machine, copy machine, typewriter, scanner, printer, and computer
  • General knowledge of record keeping and record management systems
  • General knowledge of maintaining inventory and storage facilities
  • General knowledge of department principles, practices policies and procedures
  • General knowledge of customer service techniques
  • General knowledge of Microsoft Office applications
  • Ability to follow written instructions and analyze and convey information in a knowledgeable manner
  • Ability to access, input, and retrieve information from a computer, and operate other office equipment
  • Ability to keep complete records; assemble and organize data; prepare complete and accurate accounting reports; and to prepare reports from such records
  • Ability to organize, prioritize, and complete job demands
  • Ability to express ideas clearly and concisely, in writing and orally
  • Ability to establish and maintain effective working relationships with management personnel, co-workers, outside agencies and the general public
  • Ability to uphold City ordinances and policies in an empathetic, understanding and tactful manner
  • Ability to meet critical deadlines effectively
WORK ENVIRONMENT
  • Primarily, works indoors in an office environment
  • Occasionally, works outdoors in crime scene environment
  • Typically, performs work in standard office lighting with significant exposure to a computer monitor
  • Moderate noise level in the work environment
PHYSICAL DEMANDS
  • Must be able to lift, carry, push, pull, move or manipulate up to 30 pounds with proper mechanics or equipment
  • Sufficient manual dexterity to allow the use of a keyboard and writing
  • Sufficient visual acuity to read and comprehend departmental reports and documents
  • Acceptable hearing (with or without hearing aid)
  • Tasks involve using general office supplies and equipment
