  • Full salary range for Crime Scene Investigator I: $31.29/hr - $45.37 per hour

The investigator will identify, collect, preserve, package, transport, and document evidence. Forensic investigations require various evidence recording, collecting, and examination techniques. These techniques may be conducted in the field on large immovable items or in the laboratory’s controlled environment for smaller transportable items. In addition, the position encompasses recording and securing property and evidence as established under law, policy and procedure, and municipal ordinance. All crime scene functions and duties will be for the Town of Parker and Lone Tree Police Department through an Intergovernmental Agreement (IGA). Testifies in courts of law and maintains an on-call status.

Duties:

Crime Scene Investigator I
  • Processes basic crime scenes that are routine, using outlined procedures that require little to no discretion on the order in which they are carried out to locate, document, collect, preserve, transport, and analyze evidence.
  • Ability to receive comprehensive instruction to identify, collect, preserve, package, and document biological evidence, friction ridge evidence, impression evidence, and other physical evidence on basic crime scenes.
  • Assist CSI II and III with advanced crime scene investigations and Critical Incident Response Team (CIRT) call outs to obtain formal on-the-job training in advanced crime scene processing knowledge, skills, and abilities.
  • Provides basic documentation of crime scenes to include written notes, basic photography, and rough sketching.
  • Provides basic crime scene processing for forensic evidence s such as latent print processing and basic evidence collection. Knowledge of how to conduct presumptive and latent field tests for biological evidence.
  • Ability to learn basic evidence processing in the laboratory using powders, chemicals, forensic light sources, and various camera lenses and filters to develop and preserve evidence.
  • Maintains a proper chain of custody on evidence and proper packaging to preserve and prevent contamination.
  • Provides basic training, education, and mentoring to Police Officers on general evidence collection and packaging as needed.
  • Ability to learn to testify in criminal court as a witness.
  • Attends autopsies to document injuries and collect evidence.
  • Prepares basic departmental reports of crime scene investigations and basic, supervised laboratory casework.
  • Participates in and assist with structured training programs for the Citizen Academy and other community relations events.
  • Demonstrates the basic use of a Digital SLR camera to document basic crime scenes and evidence.

Crime Scene Investigator I - PERIPHERAL DUTIES:
  • On behalf of a commissioned officer, completes requests for the reproduction of evidence, testing evidence, and transporting evidence to other forensic laboratories for advanced testing not conducted at the Parker Police Department.
  • Cross-Train in Duties described below:
  • Performs property and evidence custodial duties; maintains responsibility and security for all property and evidence in all cases.
  • Maintains and documents the chain of custody for the property and evidence function.
  • Performs the receipt, booking, storage, and disposition of all property and evidence received that may be deemed as involved in criminal activity or found in the Town.
  • Responsible for the proper disposition of property and evidence.
  • Tracks cases and the statute of limitations so that property and evidence may be purged efficiently.
  • Follows department and judicial district procedures and guidelines for the disposition of property.
  • Follows all applicable laws in the maintenance and disposition of property and evidence.
  • Identifies and reports discrepancies to reconcile differences or errors promptly.
  • Maintains records of all evidence.

Crime Scene Investigator II
  • Processes basic and advanced crime scenes independently with little supervisory oversight, identifying, documenting, collecting, preserving, packaging, and analyzing crime scenes for the presence of biological evidence, friction ridge evidence, impression evidence, and other physical evidence.
  • Ability to deviate from guidelines, practices, and standard operating procedures in order to conduct investigations in a sequence dictated by unique scene circumstances with minimal supervisor direction.
  • Responds to 18th Judicial District Critical Incident Response (CIRT) team call-outs to locate, document, collect, preserve, transport, and analyze evidence when on-call.
  • Provides documentation of crime scenes to include written notes, to-scale photography, video, measurements, and sketching.
  • Provides crime scene processing such as shooting trajectory documentation, impression casting, latent print processing, and chemical processing.
  • Ability to conduct presumptive and latent field tests for biological evidence.
  • Receives comprehensive instruction in the scientific analysis of physical evidence and develops forensic science competencies, including laboratory techniques, methods, practices, and equipment, and is assigned basic casework.
  • Independently conducts basic processing of evidence in the laboratory using powders, chemicals, forensic light sources, and various camera lenses and filters to develop and preserve evidence.
  • Prepares basic, technical laboratory reports, maintains written and computer records of all tests and consults with supervisors, investigators, and/or attorneys about findings and interpretation of results.
  • Maintains chain-of-custody for evidence by recording a description of the evidence, B.E.A.S.T. identification numbers, dates, times, tests performed, techniques used, and other pertinent information.
  • Operates and performs preventive maintenance and minor repairs on state-of-the-art laboratory and analytical instruments and equipment.
  • Ability to photograph and cast impression evidence.
  • Maintains a proper chain of custody on evidence and proper packaging to preserve and prevent contamination.
  • Assists detectives and officers in the advanced collection and preservation of evidence.
  • Experience in testifying in criminal court as a witness.

  • Prepares technical departmental reports of crime scene investigations and basic laboratory casework.

  • Prepares and participates in structured training programs and trains the Evidence Technicians, Crime Scene Investigators Is, and Citizen’s Academies in crime scene investigation and evidence handling.

  • Conducts independent chemical and biochemical analysis of evidence to presumptively identify unknowns and interpret results for use in criminal investigations.
  • Prepares detailed, technical laboratory reports of findings and interpretation of results and consults with colleagues, investigators, and attorneys about findings and interpretation of results.

Requirements: A combination of education and experience to provide for the following knowledge, skills, and abilities may be considered for each level.

CSI I:
  • Bachelor's Degree in Criminal Justice, Forensic Science, Chemistry, Biology, Computer Science or related field or minimum of four (4) years of experience as an Evidence Technician or similar field if no degree is possessed. Ability to obtain the IAI Level I certification within one (1) year after being hired if that certification (or higher) is not already held.
CSI II:
  • Bachelor's Degree in Criminal Justice, Forensic Science, Chemistry, Biology, Computer Science or related field and three (3) years of increasingly responsible related experience in Crime Scene Investigator or minimum of six (6) years of experience as a Crime Scene Investigator I or a similar field if no degree is possessed. Ability to obtain the IAI Level II certification within two (2) years after being hired if that certification (or higher) is not already held.
CSI III:
  • Bachelor's Degree in Criminal Justice, Forensic Science, Chemistry, Biology, Computer Science or related field and five (5) years of increasingly responsible related experience in Crime Scene Investigation or a minimum of eight (8) years of experience as a Crime Scene Investigator or similar field if no degree is possessed. Ability to obtain the IAI Level III certification within one (1) year after being hired if that certification (or other equivalent) is not already held.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of property and evidence handling, storage, and security.
  • Knowledge of the operation of commonly encountered firearms, including: shotguns, rifles, handguns, knives, and other weapons.
  • Knowledge of latent processing, evidence collection, crime scene photography, and other crime scene duties.
  • Knowledge of the scientific method sufficient to be able to apply these principles to a forensic laboratory.
  • Ability to testify in a court of law.
  • Knowledge of photographic equipment and other crime scene processes.
  • Skill in identifying crime scene evidence.
  • Knowledge of up-to-date office practices and procedures.

Additional Information
  • Work hours are typically four (4) ten-hour shifts 8am-6pm. Nights, weekends and holidays may be required.
