Assistant Police Property and Evidence/Records Clerk

Duties:

Duties and responsibilities

• Process, log and file property and evidence forms;
• Safeguard and maintain the integrity and chain of custody of all seized or impounded property including release and disposition records;
• Maintain and secure biological evidence safely and properly;
• Enter accurate information pertaining to property and evidence status into a computer database;
• Promptly, copy, save and create duplicates of original video and digital evidence for criminal proceedings or other law enforcement agencies;
• Load and transport evidence to and from court, criminal justice facilities, forensic lab, or other authorized locations;
• Properly destroy impounded or seized property as required by law or court orders;
• Promptly, accurately, respond to inquiries from citizens or officers concerning property held by the department;
• Make accurate comparisons of items from serial numbers or other descriptive features, notifying the Police Property and Evidence Records Manager if discrepancy is found;
• Accurately, promptly, document and write reports as required for submittal with evidence and criminal reports;
• Respond to information requests from citizens, police, other law enforcement officials and release records related to criminal justice activities according to law, policies, and procedures;
• Prepare, receive, file, search, and maintain manual and computerized recordkeeping systems; and
• Other duties as assigned by the Police Property and Evidence Records Manager.

Requirements:

Qualifications

• Must have the ability to pass a police background investigation including drug/alcohols screening and physical exam;
• High School Diploma or GED, Associates Degree preferred;
• Must possess less than full access TCIC/NCIC operator or the ability to obtain within six (6) months of hire;
• Must possess State of Texas Commissioned Notary status or the ability to obtain within six (6) months of hire;
• Two to Three years’ experience in customer service, clerical setting, preferred;
• One to Three years progressive experience in local government or related field;
• Bi-lingual, a plus;
• Ability to work collaboratively and cooperatively with employees at all levels;
• Strong project management and organizational, strategic thinking, planning, and process improvement skills;
• Strong written and oral communication skills; and
• Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state, and Federal agencies.
• Valid Texas Class C driver’s license required plus a good driving record.

• Demonstrate patience and flexibility in changing job demands and when interaction with employees, visitors, and the public; and
• Maintain emotional control under stress.

Physical requirements

• Work is performed in an office environment; is subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to forty to fifty (40 – 50) pounds;
• Visually see, with or without reasonable accommodation, a wide variety of written and electronic materials at arm’s length or less and see in detail objects or printed material at greater than arm’s length including video monitors for long periods of time; and
• Hear sounds within the normal range of hearing (phone conversations, co-workers, supervisors, radio, etc.) and in the presence of noise.

Abilities

• Regular and timely attendance are required for this position;
• Computer experience with Microsoft Office including, Word, Excel and Outlook;
• Operate inventory and asset control software;
• Record, organize, and analyze information, preparing detailed and accurate reports as needed;
• Make independent, sound judgements in routine and emergency situations;
• Make effective use of time; performing multiple tasks simultaneously;
• Utilize inventory and asset control for the storage, security, and accounting of sensitive nature and/or valuable impounded property;
• Display discretion and integrity in the performance of duties, maintaining the credibility and ability to testify in a court of law;
• Follow safety regulations applicable to vehicles and equipment, identify and correct potential safety hazards;
• Work with contaminated property and/or hazardous waste materials using personal protective equipment; and
• Represent the City in a positive manner, at all times, while engaged with City staff and Citizenry.
