The Volusia Sheriff's Office is seeking an Evidence Technician or Evidence Technician Trainee to work in a high liability position responsible for the acquisition, receipt, control and distribution of evidence related material, as well as abandoned and recovered properties. This position will be located in Daytona Beach, Florida and will spend sixty-five percent (65%) of the time performing duties that involve the collection, examination, preservation, documentation, preparation, or analysis of human tissues or fluids or physical evidence. The selected candidate will be exposed to evidence that could have potential biological, chemical, or radiological hazard or contamination, or use chemicals, processes, or materials that may have carcinogenic or health damaging properties in the analysis of said evidence. Excellent customer service is a must for this position!

TRAINEE APPOINTMENT: If the selected candidate does not have two (2) years of full-time, direct experience in evidence management at a law enforcement agency, the candidate will be appointed as a trainee with a starting hourly rate of $13.56 and will be subject to a two (2) year trainee program. A five percent (5%) hourly rate increase will be applied after successful completion of each year in the trainee program.

Duties:

  • Duties include the collection, examination, preservation, documentation, preparation, or analysis of human tissues or fluids or physical evidence having potential biological, chemical, or radiological hazard or contamination, both on-site and from remote locations.
  • Receives, retrieves, logs, transfers, audits, researches and disposes of property and evidence.
  • Conduct analysis and resolves legal problems within the restrictions of applicable laws.
  • Conduct quality control checks and hold submitters accountable if standards are not met
  • Secures and safeguards property and evidence-related materials until needed, while maintaining the chain of custody.
  • Maintains the content integrity of all evidence-related materials.
  • Attends depositions and testifies in court hearings as needed.
  • Maintains the records of evidence-related materials and all abandoned and recovered properties.
  • Communicates with applicable parties regarding evidence-related materials and abandoned and recovered properties.
  • Operates motorized equipment such as forklifts, scissors lifts, and personnel lifts.
  • Routinely wears Personal Protective Equipment to include face masks, gloves, Tyvex suits, filtered respirators and safety harnesses for working at heights.
  • Must be available for call-out, both scheduled and emergency.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Requirements:

Minimum Requirements
  • Selected candidate will be required to undergo an extensive criminal background process.
EVIDENCE TECHNICIAN - ($14.92 Hourly):
  • Graduation from an accredited high school or possession of a G.E.D., AND two (2) years of responsible experience in the field of evidence/property management within the criminal justice system, AND an additional two (2) years of responsible experience in areas with auditing and reconciliation processes such as stock control, loss prevention, shipping and receiving, or accounting.
EVIDENCE TECHNICIAN TRAINEE - ($13.56 Hourly):
  • Graduation from an accredited high school or possession of a G.E.D., AND two (2) years of responsible experience in areas with auditing and reconciliation processes such as stock control, loss prevention, shipping and receiving, or accounting.
ALL APPOINTMENTS:
  • Must possess and maintain a valid Florida driver's license.
  • Must be able to obtain certifications from the Property and Evidence Association of Florida (PEAF) and the International Association for Identification (IAPE) within twenty four (24) months of hire. Must maintain the IAPE certification every five (5) years.
Experience conducting legal research and analysis, as well as knowledge of the following Florida State Statutes regarding evidence management and records retention is a plus!

Knowledge, Skills & Abilities
  • Knowledge of the rules of property and evidence.
  • Able to communicate through professional correspondence and utilizing professional phone etiquette.
  • Knowledge of the rules of criminal evidence in the State of Florida.
  • Knowledge of the Criminal Justice Information Systems (CJIS), Sheriff's Office and County software, and Records Management Systems (RMS), to conduct in-depth case research.
  • Skilled in the areas of inventory control, recordkeeping, and minor accounting.
  • Knowledge of applicable laws, rules and regulations governing the acquisition, receipt, control and distribution of evidence material as well as abandoned and recovered property in the State of Florida.
  • Knowledge of methods of preparing and maintaining property control records.
  • Knowledge in the operating procedures of the Office of the Sheriff.
  • Knowledge of applicable agency written directives regarding the submission and storage of evidence.
  • Possess excellent analytical skills and demonstrate the ability to pay strict attention to details.
  • Able to follow applicable agency-written directives regarding the submission and storage of property and evidence.
  • Able to maintain confidentiality, and exercise good judgment in evaluating situations and making decisions.
  • Able to work under stressful conditions.
  • Able to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.
ADA REQUIREMENTS:
  • Physical Demands: Ability to lift, push, pull and/or carry (30 lbs.), stand, climb, balance, reach overhead, lift, grasp, handle, kneel, bend, stoop, see (color acuity), talk, and finger dexterity. Visual acuity and peripheral vision necessary to operate motorized vehicles. Ability to wear and work in Personal Protective Equipment (PPE) to include respirators, mask, gloves, "Tyvek" suits, eye protection and safety harness. Ability to work from elevated heights.
  • Environmental Demands: Inside and outside work: Able to tolerate exposure to dust, odors, chemicals, fumes, confined spaces, exposure to inclement weather, heat, cold, rain, wind, and adverse terrain.
  • Mental Demands: Ability to read and comprehend technical procedures, policies and instructions, legal codes, memos, letters, summaries. Ability to perform general mathematical functions. Ability to write compound sentences relaying information, data and details.
