Property & Evidence Technician

This position serves as a non-sworn member of the organization. The Evidence Technician has a variety of critical responsibilities and administrative duties within the property and evidence functions of the Sheriff’s Office. These responsibilities include maintaining the evidentiary chain of custody and integrity of evidence and property. Under general supervision, this position will receive, record, account for, store, safeguard, collect, load, transport, verify, release, and disburse evidence, and found or abandoned property. This position maintains separate property areas and performs work as required. A significant degree of initiative, independent judgement, discretion, and confidentiality is paramount. All duties and tasks are expected to be performed in an attentive, effective, efficient, and safe manner.

Assists at crime scenes when necessary. Assists investigators and others in collecting, packaging, tracking, and transporting of evidence.

Duties:

Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Supports, promotes, and emulates the values of the Midland County Sheriff’s Office and the law enforcement profession.
  • Ensure proper chain of custody for all property/evidence from entry into system until final disposition.
  • Maintains accurate manual and automated inventory systems and records of all property and evidence; documents, properly marks, tags and packages property as required, including support to the department’s digital evidence collection tools.
  • Conducts mandated inspections and inventories of evidence room to include security systems, operating procedures, equipment readiness, and cleanliness.
  • Receives, inventories, protects, and stores a variety of crime scene materials collected for analysis and/or evidence of all evidentiary materials submitted by uniformed and investigative personnel for potential litigation or criminal investigation.
  • Purges evidence and recovered property in accordance with applicable laws, for destruction or auctioning of unclaimed or illegal property.
  • Must have excellent computer skills and be proficient with current version of the Microsoft Office Suite. Ability to learn the Spillman Police Records Management System in order to accurately input, identify, and track the status and transactions of all items.
  • Initiates inquiries on property and evidence disposal/release procedures including owner identification, location notification, release, and transfer.
  • Responsible for firearms, narcotics, biohazards, and large sums of money.
  • Communicates information from the public or other departments related to property and evidence, including citizens in recovery of stolen and/or confiscated property, via telephone, written correspondence, and email.
  • Prepares property and evidence for shipment and/or transport to crime laboratories and other destinations as needed.
  • Testifies in court relative to evidence handling and chain of custody.
  • May photograph property and evidence used in criminal cases.
  • Ability to organize and maintain official records in accordance with department policy and state law.
  • Assists at crime scenes when necessary.
  • Assists investigators and others in collecting, packaging, tracking, and transporting of evidence.
  • Instructs department personnel in best practices and proper methods of packaging all types of evidence property.
  • Works with department personnel to package and log evidence, obtain dispositions, and to obtain evidence destruction orders.
  • Prepares items for auction, release, or destruction in accordance with Texas State laws.
  • Follows current policy on proper evidence storage and handling.
  • Responsible for the proper disposition of all property in accordance with policy, law, and court orders.
  • Uses discretion effectively to determine a proper course of action consistent with the department mission and values.

Requirements:

Qualifications, Education, and/or experience - To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • High school diploma or its equivalent. Preferred prior training, education, and or/experience with handling of law enforcement evidence. Experience with crime scene processing and evidence collection.
  • Additional certification may be required.
  • Critical thinking, problem-solving, and deductive reasoning skills.
  • Strong communication skills (written and verbal).
  • Able to operate specialized computer software and photographic equipment.
  • Attention to detail.
  • Ability to work day and night shifts.
  • Ability to travel.
  • Ability to obtain Property/Evidence certification within one (1) year of employment.
Knowledge, Skills and/or ability
  • Must possess a high degree of integrity working with confidential materials and information. Must be able to establish and maintain cooperative and effective working relationships with coworkers, elected officials, and the public. Must be able to work independently and organize work to meet deadlines with a high degree of accuracy. Ability to make sound decisions, keep accurate records, and deal courteously and effectively with the public and associates. Be proficient in Evidence and Records Management Systems. Ability to retrieve information and prepare statistical reports.
  • Communicate effectively, both orally and in writing, and establish and maintain effective working relationships with co-workers, the public and their families. PHYSICAL DEMANDS - The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • While performing the duties of this job, the employee is regularly required to sit and use hands to handle or feel objects, tools, or controls. The employee is frequently required to talk or hear. The employee is required to stand, walk, reach with hands and arms; stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. This position could include occasional heavy lifting, carrying of objects, and pushing of objects weighing up to fifty (50) pounds.
WORK ENVIRONMENT
  • This is an FLSA non-exempt position. Work is generally completed on a regularly scheduled basis; the normal workweek is based on a schedule of 8:00 AM to 5:00 PM, Monday through Friday, forty (40) hours per week; however, work schedule may require working a flexible schedule to include evenings and weekends. This position may require after hour call back in order to assist with evidence processing at major crime scenes; occasional travel may be required. The duties of this position may include exposure to human bodily fluids and other potentially infectious and hazardous materials.
