The City of Manor Police Department is accepting applications for the position of Crime Scene and Evidence Specialist. This position is a Full-Time position.

Under general supervision, provides continuous support in the collection, preservation and processing of evidence and scenes of crimes using the latest techniques and equipment. This is accomplished by receiving and storing all evidence collected by the police department; ensuring a continuous chain of custody; responding to and fulfilling requests on evidence. The Evidence Technician is responsible for researching and using appropriate means to complete final dispositions. Performs all duties using independent judgment and maintains a high level of security and confidentiality.

Essential Functions may include, but are not limited to, the following:
  • Keep records and prepare reports detailing findings, investigative methods, and laboratory techniques.
  • Collect evidence from crime scenes, storing it in conditions that preserve its integrity.
  • Use photographic or video equipment to document evidence or crime scenes.
  • Visit morgues, examine scenes of crimes, or contact other sources to obtain evidence or information to be used in investigations.
  • Collect impressions of dust from surfaces to obtain and identify fingerprints
  • Examine and analyze blood stain patterns at crime scenes.
  • Maintain digital evidence and act as court liaison for discovery and other related evidentiary issues.
  • Store and retrieve all property and evidence collected, seized, or kept by the police department assuring a continuous chain of custody.
  • Maintain all records related to property and evidence.
  • Manage the delivery of evidence to and from court, laboratories, prosecutor's offices, and other locations.
  • Purge‚Äôs inventory of property/evidence for destruction, conversion, or auction. Arrange for abandoned or forfeited property and evidence to go to auction.
  • Maintain knowledge of the law and policies regarding the management, including the process for final disposition of evidence and property.
  • Respond to crime scenes, gather, and process physical evidence, photograph and sketch crime scene and physical evidence. Assure that evidence is collected and stored according to policy.
  • Handles, prepares, documents bio-hazardous evidence and scenes
  • Utilizes special processes, methods and equipment for the detection and collection of trace evidence
  • Assists officers in packaging of property/evidence and verify that packaging procedures are being followed daily.
  • Testify as a witness in court regarding the results of analysis and examination of physical evidence.
  • When not on duty, maintain scheduled on-call status for event response per policy.
  • Provide technical support and training, dealing with evidence and property, for all divisions within the Police Department.
  • Manage the ordering, storing, and furnishing of forensic and evidentiary supplies for all divisions within the Police Department.


Applicant must have a minimum of:
  • High school education or G.E.D.
  • at least two (1) years of full-time crime scene investigation and/or evidence room experience or
  • a minimum of 60 college hours from an accredited college or university in Criminal Justice, Forensic Science or other related science field or equivalent combination of these requirements.
Preferred Education and/or Experience
  • At least four (2) years of full-time crime scene investigation and/or evidence room management experience.
  • and a minimum of 60 college hours from an accredited college or university in Criminal Justice, Forensic Science, or other related science field.
  • Knowledge of Texas law and legislature.
  • Has completed courses in crime scene investigation, latent fingerprint examination, photography, and courtroom testimony. Certifications and Licenses
  • Valid Texas Class C driver's license.
  • Must complete certification courses in crime scene investigation and evidence room management within two (2) years of hire.
Knowledge, Skills, and Abilities
  • Knowledge of general municipal police operations, City and Departmental Policies and Procedures, all appropriate laws, including city ordinances, use and care of city equipment, and contemporary police technologies, methods, and practices.
  • General office knowledge and skills including but not limited to contemporary computer skills in word processing, data collection systems and related software, spread sheets and specialized programs utilized by the department.
  • Skill/Ability to establish and maintain effective working relationships with coworkers, other agencies, officials, and general public; analyze situations and develop quick, effective, and reasonable courses of action that comply with law and policy; communicate effectively in all mediums; perform all computer tasks effectively and maintain acceptable operational knowledge of standard software programs utilized by the department.
  • Normal speech, normal or corrected vision, and normal or corrected hearing.
  • Experience in using computer, typewriter, calculator, telephone, tape recorder, fax machine, copier, and postage machine. Police car, police radio, pager, first aid equipment, personal computer including word processing software and other equipment as required.

  • While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear and taste or smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Working Environment
  • While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; hazardous biological material; extreme cold; extreme heat; risk of electrical shock; explosives; graphic evidence or scenes; risk of radiation and vibration. The noise level in the work environment is usually loud (moderate, loud, very loud).
