Identification Technician

Fulltime regular, non-exempt position that performs technical work photographing, measuring and diagramming crime scenes, collecting and classifying evidence and latent prints, preparing detailed reports, operating Automated Fingerprint Identification System and IR8000 Breathalyzer in support of law enforcement activities.

Position functions in an office environment 60% of the time with 40% of the time out of the office which will expose the incumbent to unpleasant scenes of accidents, injuries, and crimes which tend to be noisy. Frequently exposed to biohazards, blood, rape kits, gasoline, narcotics, fumes, odors, gases, and dusts. Safety gloves, contamination suits, coveralls, protective footwear, and a bullet proof vest are utilized. Physical demands are substantial and will demand bending, stooping, crouching, kneeling, squatting, sitting or standing for long periods of time with the ability to climb ladders, go over fences, walk on uneven surfaces, bend, stoop, squat, kneel, lift evidence packs up to thirty (30) pounds and be exposed to all weather elements. Reaching above shoulder height up to sixty (60) percent of each shift. Sufficient manual dexterity is needed for writing, operating computer equipment and standard office equipment and to properly photograph, collect, process and preserve crime scene evidence. Near visual acuity and color perception is essential.

Significant personal demands includes shift-work, 24/7 on-call status (on rotation), including weekends and holidays; photographing at the scenes of accidents, injuries, and crimes; fast-paced work environment; competing demands; strict deadlines; multiple tasks; exposure to criminal element. Required to travel out of town without prior notice for classes and special assignments. Attentiveness and intensity is critical to ensure accuracy and minimize errors. Violent criminal activity will be observed and photographed including but not limited to sexual abuse, child abuse, homicides, and assaults. May also be subjected to offensive language. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy. SAFETY SENSITIVE POSITION REQUIRES DRUG AND ALCOHOL TESTING ACCORDING TO CITY POLICY.

Duties and Responsibilities
  • Travels to crime scenes to process and investigate crime scenes to gather, locate, photograph, record, document, collect and preserve evidence. Specific tasks may include, but are not limited to: uses digital cameras, video equipment and measurement and diagramming techniques following established methods and procedures; searches for, and recovers, latent fingerprint evidence for personal identifications; collects, preserves, and packages different types of evidence in accordance with established procedures; attends autopsies at the Office of the Medical Examiner to document and collect any potential evidence; produces print/impression evidence by casting and/or photographing to scale impressions to use physical evidence as investigative aids; processes evidence using powders, chemicals, and alternative light source for latent prints.
  • Enters, retrieves and searches by means of the Automated Fingerprint Identification System (AFIS) and other computer equipment and software in support of law enforcement efforts to resolve crimes. Specific tasks include, but are not limited to: enters fingerprint data into AFIS timely and accurately; conducts quality control operations involving fingerprint cards; performs manual verification of 10-print cards for identification and latent reverse searches; enters latent fingerprints and palm prints into computers; performs manual verification of latent fingerprints; performs fingerprint activities for staff and general public; performs fingerprint identification of deceased individuals; attends fingerprint training on new procedures and updated technology enhancements; performs yearly proficiency fingerprint tests.
  • Acts as key operator for the IR8000 Breathalyzer in support of law enforcement efforts. Specific tasks include, but are not limited to: checks calibration weekly and performs preventative maintenance; runs proficiencies according to those received from the Scientific Laboratory; testifies in court on the accuracy of the equipment used.
  • Prepares and presents various special and recurring reports. Trains staff in the methods of police photography and gathering latent fingerprints at crime and accident scenes.
  • Makes court appearances in relation to duties to testify on the accuracy of equipment, evidence gathering techniques, photographs, and fingerprints. Cross trains with Evidence staff. Performs other work related duties as assigned.


Minimum Qualifications
  • Equivalent to a high school diploma plus two (2) years experience in photography, digital and video camera operation, fingerprint classification; preferably in government or a law enforcement environment.
  • A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
  • Must successfully complete basic and advanced fingerprint, photography, and IR 8000 Breathalyzer training within one (1) year of hire.
  • Valid driver's license required. Position requires an acceptable driving record in accordance with City policy.
  • No felony convictions. Must undergo thorough background check.
Knowledge, Skills, and Abilities
  • Ability to use photographic techniques and procedure under various lighting conditions.
  • Process crime scene evidence with accuracy and attention to detail.
  • Analyze situations quickly and objectively, to recognize actual and potential dangers and to determine proper course of action.
  • Fingerprinting processes and classification; rules of evidence, police procedures; photo taking and processing methods and procedures.
  • Organize, plan, and prioritize investigations.
  • Work effectively with all types of crime and accident scenes with the Office of the Medical Examiner.
  • Knowledge of personal computers and proficient in Microsoft Word, PowerPoint, Adobe Photoshop and any other computer software for fingerprinting, digital and video camera operations, photographic techniques and procedures.
  • Maturity of judgment and ability to maintain strict confidentiality.
  • Ability to cope with stressful situations calmly, fairly, tactfully and with respect for the public and co-workers.
  • Ability to operate police vehicles and equipment.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Ability to adhere to established policies and procedures.
