Evidence Technician

Artesia Police Department, Artesia, New Mexico

Salary: FT/Reg & Probation Ranges: CA14 - $2,037 - $2,547 - $3,056

Under general supervision of the Criminal Investigations Division Commander provides forensic investigative support to the Police Department by investigating crime scenes in International Association for Identification approved methods, documenting crime scene/evidence analysis in a written police report, log, track, and maintain all Police Department evidence to include digital evidence, track and analyze data, analyze cellular telephones and/or other devices.

Crime Scene Investigation
  • Investigate crime scenes, photograph, analyze, reconstruct and collect evidence.
  • Utilize laser crime scene equipment.
  • Document crime scene investigation activities in detailed reports.
  • Process evidence in Crime Lab as required.
  • Testify in a courtroom regarding crime scene investigation/reconstruction.
Crime Analysis
  • Create and reports weekly Compstat data for command leaders.
  • Create monthly crime statistics for City Council
  • Create quarterly crime and personnel statistics for command leaders.
  • Research crime reports and track crime trends.
Evidence Custody
  • Log in evidence and maintain evidence in the Evidence Vault.
  • Inventory evidence as needed.
  • Research evidence dispositions and create evidence destruction orders.
  • Destroy evidence as needed in a safe and appropriate way.
  • Maintain Crime Lab and its equipment.
  • Transport evidence to the State Crime Lab for analysis.
Cellular Telephone Analysis
  • Analyzes cellular telephones and other devices by utilizing forensic software to obtain all data stored on telephones and/or devices.
  • Document all forensic analysis in a report.
  • Testify in a courtroom regarding forensic analysis of telephones and/or devices.
Camera Server Maintenance
  • Assist IT Department with maintenance of department evidence server.
  • Troubleshoot in-car camera systems to keep them in good working condition.
  • Maintain backup copies in the Evidence Vault.
Additional Duties
  • Other tasks and duties in related work not outlined as needed for department efficiency.
Knowledge, Abilities, Skills, and Other Characteristics:
  • Ability to be on call and respond to crime scenes 24 hours a day 7 days a week.
  • Ability to acquire knowledge of departmental rules, regulations, and procedures, and first aid methods and techniques.
  • Ability to observe situations objectively and to report and record them clearly and accurately.
  • Ability to exercise good judgment in both emergency and non-emergency situations.
  • Ability to drive City vehicles safely and efficiently.
  • Ability to establish and maintain effective working relationships with fellow employees and the general public.
  • Ability to effectively communicate orally and in writing.
  • Ability to prepare and submit written reports and other documents.
  • Ability to learn and use various departmental computer software programs to include: word processing, spreadsheet, crime scene and evidence software.
  • Ability to acquire knowledge, skills and abilities in crime scene investigation, bloodstain pattern analysis, shooting incident reconstruction and crime scene reconstruction.
  • Ability to perform job duties in conditions which include strong odors, insects, hostility, adult and child victims and decomposing bodies.
  • Ability to obtain International Association of Identification (IAI) certification in various fields of expertise to include Certified Crime Scene Investigator and Blood Stain Identification.
  • Employee may work alone with or without direction, may work with one or two other people, and at times may work with a large group of people.


  • High School Diploma or equivalent
  • Must possess and maintain a valid NM Driver license
  • Must be insurable by the City’s risk management insurer
  • Must have experience in word processing and spreadsheet programs, preferably MS Word and Excel.
  • Must be trained in and certified to use Faro Crime Scene equipment within six months of hire
  • Must be trained in and able to use Q-tel evidence software within six months of hire
  • Must be trained in and certified in cellular telephone analysis within one year of hire.
  • Must be capable of performing the essential functions for the position
  • Must be 18 years of age or older at the date of hire
  • Must be physically able to perform all job functions
  • Must have never been convicted of any felony crime or any crime involving moral turpitude
  • Must be able to pass a rigid background investigation including work history, character, honesty, integrity, criminal record, driving record, etc.
  • Must have the ability to be trained in modern police methods, practices and procedures
  • Formal Crime Analysis training preferred
  • Formal International Association for Identification certified Crime Scene Investigation training, Blood Stain Pattern Analysis training and Crime Scene Reconstruction training preferred.
  • Must be certified by International Association for Identification as a Certified Crime Scene Investigator or be able to obtain such certification within one year.
  • Employee must be available after hours, nights and weekends call out.
Physical Functions:
  • Ability to sit up to four hours per day with opportunity to stand and walk intermittently.
  • Ability to walk up to four hours per day with the opportunity to stand and sit intermittently.
  • Ability to stand up to one hour per day with opportunity to sit and walk intermittently.
  • Must be able to bend at waist and twist/rotate waist, crouch, climb, kneel, crawl, and remain in a prone position during an emergency situation.
  • Ability to push and pull with arms up to fifty pounds with force during an emergency situation.
  • Ability to twist/rotate arms during an emergency situation.
  • Ability to lift and carry such items as fire extinguisher and first aid kit to and from vehicle as needed. These items weigh up to seventeen pounds. May be required to lift and carry animals and people during an emergency situation.
  • Ability to push and pull with legs with a force of up to fifty pounds plus, twist and rotate legs, and balance on feet during an emergency situation.
  • Ability to operate patrol vehicle with automatic transmission up to all day.
  • Ability to grasp and manipulate objects with hands up to all day, and perform five finger dexterity movements up to one-third of workday. This hand work requires eye-hand coordination and may require bilateral coordination of hands up to one-third of workday.
Working Conditions:
  • Performs work inside (approximately 70 percent), and outside (30 percent).
  • Employee is exposed to temperature extremes or humid conditions depending upon weather.
  • Employee is exposed to intermittent noise factors such as sirens and loud voices.
  • Employee is exposed to the following hazardous conditions: driving hazards, animals, rescue attempts in difficult terrain, hazardous materials spills, and bio-hazards such as blood, semen, and saliva.
  • Employee may be exposed to exhaust fumes, human and animal odors, dusts, and mists.
  • Employee may work on even carpeted, tiled floor, concrete, and asphalt.
  • Employee may also work on uneven ground, which could be natural ground.
  • Employee may be required to climb stairs, ladders, work on inclines or ramps, and catwalks or scaffolding.
  • The working surface may be dry, wet, or greasy.
Equipment, Tools, and Materials:
  • Telephone, radio, motor vehicle, calculator, camera, copy machine, flashlight, lights/siren/PA system, first aid kit, fire extinguisher, shovel, fingerprint kit, drying machine, glue machine, fingerprint extraction liquids, alternate light source, computer, laser crime scene scanner, surveillance cameras and other technical/forensic equipment as assigned.
  • Employee handles paperwork, stainless steel, plastic, and evidence.
  • Employee uses the following work aids: gloves, hearing and eye protection.
