Duties:

MAJOR DUTIES
  • Receives, categorizes, and enters property and evidence into database; assigns and applies bar codes; determines placement of evidence.
  • Maintains evidence chain-of-custody.
  • Tracks serial numbers and maintains accurate records.
  • Researches property for disposal and dissemination through proper channels.
  • Ensures that hazardous materials evidence is appropriately handled, identified, contained, stored, transported, tested, and legally disposed of.
  • Releases evidentiary items to authorized law enforcement or court personnel.
  • Greets the public to return personal property or instruct them in steps to take to receive property; sets up appointments to release property.
  • Researches cases and provides information to the public and/or other law enforcement agencies as appropriate.
  • Prepares advertising for found and unclaimed property.
  • Enters and retrieves information from the ACJIS/NCIC computer databases.
  • Requests serial number traces from ATF.
  • Evaluates worth of adjudicated evidence and unclaimed property in preparation for legal disposal and disbursement.
  • Oversees the destruction, release, conversion, and/or auction of all found and evidential property; prepares manifest and packs and ships firearms for auction.
  • Removes, stores, and disposes of items places in the Drug Drop Box.
  • Conducts needs assessments; updates and implements guidelines and procedures for the storage and handling of evidence.
  • Prepares transmittal paperwork and transmits evidence to court and various laboratories; prepares evidence for submission to forensics laboratories.
  • Creates and updates a PowerPoint presentation for newly hired officers with 1 – 2 hour(s) instruction of property with evidence packaging and storing guidelines.
  • Transports evidence, information, and documentation to the court or other laboratories as necessary.
  • Conducts audits and inventory assessments.
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of chain-of-custody laws.
  • Knowledge of evidence storage and security principles and procedures.
  • Knowledge NCIC rules and regulations.
  • Knowledge of the preservation and documentation of physical evidence.
  • Skill in planning, organizing, analyzing, decision making, and problem solving.
  • Skill in the storage and processing of evidence.
  • Skill in the maintenance of files and records.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
SUPERVISORY CONTROLS
  • The Police Sergeant assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
  • Guidelines include CALEA guidelines, IAPE guidelines, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
  • The work consists of related duties in maintaining custody of evidence and property. Strict regulations and the unique nature of each case contribute to the complexity of the position.
  • The purpose of this position is to maintain custody of evidence and property. Successful performance helps ensure the efficient and effective evaluation of criminal evidence.
CONTACTS
  • Contacts are typically with department personnel, other city employees, representatives of other law enforcement agencies, laboratory personnel, and members of the general public.
  • Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, and distinguishes between shades of color.
  • The work is performed in an office, stockroom or vault. Work requires the use of protective devices such as masks, goggles, gloves, etc.
  • Work also consists of traveling to locations with such frequency as the City determines necessary to meet operational needs.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
  • None.

Requirements:

MINIMUM QUALIFICATIONS
  • Graduation for an accredited* standard senior-high school or GED equivalent, as recognized by the United Stated Department of Education (USDE) or Council for Higher Education Accreditation (CHEA); and
  • One (1) year recent responsible clerical experience; and
  • One (1) year recent experience in the use of MS Word.
  • One (1) year of recent experience in collecting, handling, storing, and/or security of crime scene evidence or inventory control preferred.
  • Six (6) months recent experience in the use of Southern Software, AS400, and MS Excel preferred.
CONDITION OF EMPLOYMENT/TRANSFER/PROMOTION/DEMOTION
  • A polygraph examination will be administered to anyone hired/promoted/transferred into the City of Dothan’s Police Department. The examination will be a question and answer test that covers areas of your background, including but not limited to your employment application, employment history, and involvement in criminal activity, such as thefts and domestic violence, drug usage and participation in the distribution of illegal and legal prescription medications.
NECESSARY SPECIAL REQUIREMENTS
  • Applicant must have the ability to become certified through IAPE (International Association for Property and Evidence).
  • Possession of a valid operator driver’s license and an acceptable driving record (PBA09/10/01).
  • Applicant must be at least 21 years of age at time-of-hire.
  • In an emergency and/or standby situation an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (PBA01/09/05)

  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy which includes pre-employment and random tests for the duration of employment in this position. (PBA 08/13/12).
  • Must meet the City of Dothan's employment physical standard which includes drug/alcohol testing.
