Evidence/Crime Scene Supervisor

Under direction of the Support Services Captain, acts as a working supervisor and is responsible for planning, organizing, supervising, and evaluating the functions and staff within the Evidence/Crime Scene unit of the Police Department. Performs skilled technical work in inventory control of evidence in criminal investigations and found property. Maintains integrity control, safekeeping, and final disposition of evidence for courtroom presentation. Requires a variety of work hours, including week days, weekends, evenings, and holidays.

  • Oversees the Evidence/Crime Scene unit including receiving, issuing receipts for, classifying, transportation, storage, and issuance of all property, materials, equipment, and supplies received or confiscated by the Police Department.
  • Forecasts the need for additional staffing, equipment, and materials. Develops and evaluates recommendations for changes in policy, procedure, and practices.
  • Performs audits of the evidence inventory on a regular basis. Ensures the security and integrity of evidentiary items.
  • Processes crime scenes by identifying, preserving, and collecting physical evidence through photographing, sketching, detailed note taking, and the searching for latent prints. Develops information at crime scenes through the analytical observation of physical conditions and materials.
  • Prepares detailed sketches and scale diagrams of crime scene(s) as required.
  • Collects, identifies, preserves, processes, and disposes of physical evidence and found property in compliance with State Law and local ordinances.Provides property and evidence related information to the public and government agencies.
  • Prepares reports and correspondence dealing with evidence collection and identification to include, but not limited to, completion of Florida Department of Law Enforcement (FDLE), Alcohol Tobacco and Firearms (ATF), Federal Bureau of Investigation (FBI) lab submittal forms and crime scene reports, etc.
  • Conducts peripheral casework such as marking, cataloging and receipting exhibits being examined or transferred between the department and examination laboratories and maintaining accurate records of the examinations performed.
  • Prepares documents and evidence for court presentations and provides testimony in criminal court cases when necessary.
  • Trains agency personnel in the proper procedures of submitting property and evidence.
  • Conducts presentations for community and civic organizational meetings on topics of property and evidence collection and crime scene processing.
  • Performs administrative duties associated with the position.
  • Responds to crime scenes and participates in on-call and after-hours duties as assigned.Must be available for overtime and emergency call-outs when necessary.
  • Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.

Education and/or Experience:
  • High school diploma, GED, or equivalent recognized certificate supplemented by two years of experience as an Evidence Custodian with a law enforcement agency.
  • A comparable amount of training, education or supervisory experience may be substituted for the above minimum qualifications.

  • Possession of a valid Florida driver's license.
  • Obtains and maintains required memberships and certifications.
  • Knowledge of office practices, procedures, and equipment.
  • Basic skill level using Microsoft Office products.
  • Communicate effectively both orally and in writing and project a consumer friendly environment.
  • Knowledge of the rules of evidence and the techniques involving the collection and preservation of evidence.
  • Knowledge of photography and the duplication of photographs and videotapes as it relates to property/evidence casework.
  • Knowledge and experience with the Q-tel evidence bar code system.
  • Ability to read, interpret, and analyze instructions and/or data effectively, including technical procedures, policies, instructions and legal codes.
  • Ability to work independently.
