Forensic Services Manager

Garland Police Department, Garland, Texas

Salary: Target Hiring Range: $63,253 - $82,243 per year

Responsible for managing the performance of the Forensic Investigation staff, tracking unit expenses, assisting at major crime scenes, processing evidence and operating technical equipment. Also responsible for evaluating orders and laws relating to Forensic Operations.

  • Supervise and train investigators to ensure all policy and procedures are performed.
  • Review written reports, photographs, logs and diagrams for accuracy.
  • Supervise and assist investigators at crime sites and collect crime scene evidence to document, obtain, analyze and present against those who have committed the crimes.
  • Provide expert testimony in court to present physical, documentary and photographic evidence collected and offer expert opinions.
  • Research new equipment, chemicals and procedures to improve effectiveness.
  • Authorize and approve all purchases to ensure unit stays within approved budget.
  • Assist management in developing the annual budget.
  • Perform a database search of collected finger prints to analyze and evaluate for the purposes of identification and comparison using the Automated Fingerprint Identification System (AFIS) and the Integrated Automated Fingerprint Identification System (IAFIS). Document and maintain files of latent prints recovered at the investigations.


Minimum Education & Work Experience
  • Four year college degree
  • 7 years related experience
  • 1 year in a supervisory or management role
  • Valid driver's license required
  • OR an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Education/ Experience:
  • Four-year college degree in Forensic, Chemistry, Biology or related science
  • 7+ years experience as a criminalist or forensic investigator in a recognized crime laboratory
  • 2 years experience in a supervisory or management role
  • Texas Department of Safety (DPS) National Crime Information Center (NCIC)/Texas Crime Information Center (TCIC) certification preferred
  • International Association for Identification (IAI) certification preferred
  • AFIS (Automated Fingerprint Identification System) / IAFIS (Integrated Automated Fingerprint Identification System) certification preferred
Knowledge, Skills & Abilities:
  • Extensive knowledge of current laws, rules and procedures concerning the activities of a crime laboratory
  • Extensive knowledge of the principles and analytical procedures of chemistry, biochemistry, molecular and cellular biology, and related sciences
  • Skill in the operation and maintenance of scientific equipment used in the performance of the job
  • Ability to communicate effectively with upper management, subordinates, other units, agencies, courts and citizens
  • Ability to define problems, establish facts, and draw valid scientific conclusions
  • Ability to develop, evaluate, and review long-range plans
  • Ability to organize, conduct, evaluate and interpret scientific research and data accurately
  • Ability to plan, organize, make efficient use of time, and manage multiple tasks
  • Ability to work effectively and remain calm under stress
Licenses & Certifications
  • Valid driver's license required
Physical Tasks & Working Conditions
  • The incumbent works at high stress crime scenes, various indoor and outdoor environments, the forensic processing area and garage.
  • Will be required to safely handle hazardous specimens and materials (infectious, corrosive, carcinogenic, explosive, etc.).
  • Physical tasks will include standing, pushing/pulling, fine dexterity, climbing, walking, lifting/carrying, bending, reaching and kneeling.
