Evidence Specialist

Salary: $19.58 - $25.23 Hourly

The Wyoming Highway Patrol is seeking a District Evidence Specialist that accounts for all items of physical evidence and property submitted by the sworn officers in their respective district in a secure manner to prevent unauthorized use or release. This applicant will ensure the timely disposition of evidence and property through the Evidence Supervisor which may include working with prosecuting attorneys, Judicial District Courts, and Circuit Courts.

Duties:

  • Travel to temporary storage locations to collect evidence and property.
  • Inspect items for proper packaging and entry into the computer database.
  • Ensure the Trooper's data quality is accurate.
  • Process requests from Troopers to have evidence tested by the Wyoming State Crime Laboratory and Chemical Testing.
  • Download lab reports and disseminate to the appropriate Trooper, Lieutenant, and attorneys.
  • Ensure all applicable documents, including lab results, are linked to the case file in the evidence system.
  • Ensure the timely disposition of evidence and property under the supervision of the Evidence Supervisor. That may include working with the public, other law enforcement agencies, prosecuting attorney, circuit courts, and district courts.
  • Under the supervision of the Evidence Supervisor, provide technical support to the sworn officers in their district to resolve issues regarding the entry of records, packaging, software, or peripheral issues (e.g., barcode scanners, signature pads, label printers, etc.)
  • Assist Troopers with evidence collection and processing scenes, if requested. May be asked to attend special deployments in or out of their respective district to assist with evidence collection, packaging and transport.
  • Facilitate at least one annual inventory and one annual audit of each evidence storage location done by the Evidence Supervisor. Ensure any inventory discrepancies or audit findings are corrected before the next audit.
  • May assist District Captains with duties approved by the Evidence Supervisor
  • Fulfill internal and external data requests.
  • Perform a variety of tasks associated with the management, implementation, evaluation and retention of a large and complex records system.
  • Search for and retrieve information from files and respond to informational requests.
  • Consult policy and procedure manual in order to ensure that actions to be taken are within laws or rules.

Requirements:

PREFERENCES:
  • Preference will be given to applicants with experience working with evidence in law enforcement.
KNOWLEDGE:
  • Knowledge of research, statistical and data gathering techniques, interpretation, analysis, information management and maintenance.
  • Knowledge of physical and computer security measures and issues, as they relate to property and evidence storage.
  • Knowledge of intra-government practices, as they relate to the integrity of the appropriate management of property, evidence and related documentation.
  • Knowledge of property and evidence inventory management to track the non-consumable items in the custody of the Wyoming Highway Patrol.
  • Knowledge of inventory management.
  • Knowledge to develop, prepare and maintain court petitions, exhibits, and disposition orders for attorney review.
  • Ability to provide courtroom testimony.
  • Knowledge of inventory and audit management.
  • Ability to understand and work within organizational structures and adhere to federal and state laws, policies, procedures, and guidelines.
  • Ability to work independently, organize time and work cognizant of critical deadlines.
  • Ability to gather information to accurately assist the public, law enforcement and attorneys.
  • Ability to research and review proposed rules, regulations, programs, policies, and activities.
  • Competent in oral and written communication.
  • Competent in using computer, hardware, software and peripherals
  • Competent in Word, Excel, PowerPoint, Adobe Pro, basic computer programming and database development skills.
MINIMUM QUALIFICATIONS:
  • Education: Bachelor's Degree(typically in Records or Data Management)
  • Experience: 0-1 year of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Clerk
  • OR
  • Education & Experience Substitution: 3-4 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Clerk

PHYSICAL WORKING CONDITIONS:
  • Ability to travel.
  • Ability to work flexible hours, including occasional evening and weekend work.
  • Ability to work on several projects concurrently.
  • Ability to lift heavy objects and equipment weighing 25-35 pounds, but occasionally up to 100 pounds.
  • Ability to work for extended periods of time in inclement weather.
  • Ability to walk, stand, stoop, crawl, kneel, climb and push/pull objects.
