Police Services Support Specialist – Forensics

This is a highly skilled technical class in the field of Forensics, discipline of Latent Print Examinations. Work requires expert competency in the development and comparison of minute latent impressions from physical evidence with the known inked finger, palm or footprints of suspect individuals. Work performed will include evidence processing, conducting latent print examinations, use of Maryland Automated Fingerprint Identification System (MAFIS), and the FBI's Integrated Automated Identification System.

Duties:

  • Employees in this position may be subject to 24 hour on-call duty.
  • Evaluates latent impressions for comparison purposes; evaluates suitability of latent prints for search on MAFIS.
  • Compares latent prints with both known prints and other latent impressions.
  • May use chemical as well as physical means to develop latent impressions on physical evidence.
  • Reviews and compares unidentified latent impressions stored on MAFIS with newly entered arrestees.
  • Prepares reports depicting results of examinations for internal purposes as well as for the judicial process.
  • Presents expert testimony as requested.
  • Works closely with investigative personnel on both current and "cold cases" advising of new technology as it becomes available in the forensic field.
  • Utilizes various methods and systematic treatments to examine decomposed, charred, desiccated or saturated extremities of unidentified individuals to obtain identifiable prints.
  • Conducts the required verifications and technical reviews of the Unit's casework.
  • Acts as the liaison with local, State, and Federal law enforcement agencies and forensic laboratories throughout the United States in the discipline of Latent Print Analysis.
  • Conducts validation studies utilizing new techniques, methods, materials, equipment and makes recommendations to improve efficiency.
  • Serves as one of the administrators for the Livescan System used by the Department for the fingerprinting and criminal history checks of job applicants and registered sex offenders.
  • Instructs others within the forensic community, the Police and Citizens Academies on the effective procedure for basic and advanced procedures on all fingerprint matters to include collection and chain of custody.
  • Prioritizes forensic requests as dictated by the nature of a case or a request from members of the Command Staff.
  • This position has no supervisory responsibilities but may provide guidance and advice to those with lesser experience.

Requirements:

MINIMUM REQUIRED EDUCATION/EXPERIENCE:
  • Bachelor's degree and one year of experience or equivalent combination of education and experience.
  • Required certification by the International Association for Identification or comparable certification by an accredited forensic laboratory.
PREFERRED EDUCATION/KNOWLEDGES, SKILLS AND ABILITIES:
  • The successful completion of a forensic laboratory's training program (in the Latent Print discipline) that included one year performing duties related to forensic laboratory services and one year performing latent examinations (COMAR 10.51.06.15).

The employee is occasionally exposed to moving mechanical parts; high, precarious places; extreme cold; and extreme heat. The noise level in the work environment is usually quiet.
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
CERTIFICATES, LICENSES AND REGISTRATIONS:
  • Class C Maryland Driver's License or equivalent issued by state of residence.
