The Kansas Bureau of Investigation (KBI) is seeking highly-qualified applicants for the position of Assistant Laboratory Director. This position is responsible for operating and maintaining the KBI forensic science laboratory quality assurance program, Evidence Control Center (ECC), Laboratory Information Management System (LIMS) and Qualtrax.

Duties:

  • Monitor, evaluate and direct the quality assurance program to ensure that the quality of analytic work in the KBI forensic science laboratory meets the standards established by ANAB ISO/IEC 17025 International Accreditation program.
  • Establish monitor, evaluate and direct the Qualtrax and Laboratory Information Management System (LIMS) program to ensure clear, complete and unambiguous documentation of the analytic work, administrative information and technical data is available for review.
  • Establish and guide KBI forensic science laboratory interactions with the criminal justice community to ensure the laboratory is continually improving to meet the needs of this customer base.
  • Establish and guide the direction of teams in developing solutions to identify problems and to continually refine processes, activities and programs of the laboratories.
  • Assist with the development of the forensic science laboratory program budgets; evaluate budget initiatives, approve justification and explanation of budget recommendations and monitor the fiscal responsibility of subordinate supervisors.
  • Develop and establish standards to evaluate the effectiveness of subordinate managers and clerical/support staff; designs initiatives to assist staff in developing and improving job skills. Coach, counsel, and provide feedback and discipline, as necessary.
  • Function as an advisor to the Laboratory Director and Agency Command Staff in legislative, public, media and/or other governmental agency contacts concerning the quality assurance, LIMS, Qualtrax and development programs of the forensic science laboratories.
  • Employees are required to follow any other job-related instructions and to perform any other job-related responsibilities as requested by their supervisor.

Requirements:

MINIMUM REQUIREMENT(S)
  • A bachelor’s degree in forensic science, chemistry, biology, criminal justice, business or other related fields.
  • Three (3) years of full time laboratory experience in an accredited forensic science laboratory or management of a major program.
  • Clear understanding of the ethical, legal and operations facets of a forensic science laboratory.
PREFERRED REQUIREMENT(S)
  • Experience as an ASCLD/LAB or ANAB Assessor
  • Experience in one of the following areas; supervising personnel or programs or developing and implementing policies and procedures
  • Experience with quality assurance measures
  • Experience with grant management.
  • Process improvement experience
  • Proven record of achievement in leadership, team building and project management
MINIMUM COMPETENCIES
  • Ability to establish effective working relationships with numerous external stakeholders and internal business units
  • Effective written and oral communication skills
  • Knowledge of Laboratory Information Management System (LIMS)
  • Demonstrated customer support commitment
  • Demonstrated leadership, initiative and ability to work on complex tasks with limited supervision
  • Demonstrated commitment to quality and knowledge of QA principles
  • Demonstrated critical reasoning and problem solving skills
TRAVEL
  • Regular in-state and limited out-of-state travel may be required. A valid driver’s license is required when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Travels in-state to retrieve and/or deliver evidence or testify in hearings or trials; travels out-of-state for continuing training or conferences.
OTHER REQUIREMENTS
  • As a condition of employment, you will be subject to a pre-employment process to include a polygraph examination, fingerprint based records check, and comprehensive background investigation, including reference check of past and present employers. The pre-employment process will be waived for current KBI personnel who have previously completed the screening requirements
