Property/Evidence Storage Technician

Salary: $46,541.25 - $61,021.79 Annually

Employee is responsible for the storage, retrieval, security, access, chain of custody and maintenance of accurate records of all found, recovered, seized, and evidentiary property in the custody of the Davenport Police Department.

Duties:

  • Maintains confidentiality and security of all reports, records, property, evidence, and investigative matters as required by federal and state law, and city and department policies.
  • Receives property and evidence from sworn and non-sworn employees, verifies proper packaging to ensure integrity of all property and evidence, scans and secures the items in the property/evidence facility.
  • Maintains clear and accurate records of all property received, property disposed of, property transferred, and property submitted to various laboratories for examination.
  • Ensures that property and evidence is protected from loss or damage and that the chain of property and evidence records is properly maintained.
  • Performs work in accordance with state and federal law and departmental policies and procedures with a considerable need for independent judgment and a high degree of accuracy.
  • Reads police reports and researches cases and defendant information (when applicable) to determine if property and evidence held in the secure facility is eligible for release, destruction or disposal as required by law or departmental policy and guidelines.
  • Releases, prepares for destruction or disposes of seized or found items as required by law, court order, or departmental policy and guidelines.
  • Participates in periodic inventories and audits of evidence and other property items to ensure integrity of the system.
  • Maintains an organized, neat and orderly property/evidence facility.
  • Compiles and submits a variety of statistical reports and summaries relative to the maintenance of the evidence and property.
  • Speaks to crime victims, community members and arrested individuals via telephone and in person providing information pertaining to property and evidence in custody, processing of evidence, availability of items for release, disposition, locations and other questions relating to property and evidence.
  • Meets with individuals and releases/returns evidence and property in accordance with state law, city ordinance, court order or departmental policy and guidelines; and, completes proper documents when property and/or evidence is released.
  • Testifies in court regarding chain of custody, as required.
  • Transports evidence to the County Attorney's Office for examination by prosecutors and/or use in court hearings and/or to the State DCI Lab for evidence processing; and, maintains records of those transactions and tests.
  • Processes all weapons for disposal, for return to owner or for destruction; obtains required computer checks.
  • Utilizes a computer tracking system indicating receipt, inventory, disposition, and/or release information. Builds queries and runs reports within computer tracking system.
  • Works with Police Officers, Attorneys and Officers of the Court applying pertinent laws, documenting all persons who handle property, and interpreting or complying with all official court orders.
  • Follows detailed instructions and written procedures; applies proper storage methods to work problems in record maintenance.
  • Accounts for all cash and money seizures kept in the Davenport Police Department and makes periodic bank deposits when directed.

Requirements:

  • Graduation from an accredited college or university with completion of an Associate's Degree in criminal justice, law enforcement, para-legal studies, or related field and two years' work experience in police evidence custodian, law enforcement or research field.
  • OR
  • Graduation from an accredited college or university with completion of a Bachelor's Degree in criminal justice, law enforcement, para-legal Studies, or related field.
  • Possess and maintain a valid Iowa Driver's License for duration of employment.
  • Must be able to pass a thorough background investigation.
  • Must be able to pass a pre-employment physical and drug screen as prescribed by the City of Davenport.
  • Must become an Iowa resident within two years of hire date and maintain residency throughout duration of employment (per Iowa Code 400.17).
  • Appointees will be required to adhere to Professional Standards set forth by the Davenport Police Department addressing the display of tattoos. Tattooing of the head, neck or hands is forbidden. Any other tattoos must be covered with department-approved apparel in order to maintain a professional and uniform appearance.
