Forensic Biologist III

Under general supervision, supervises staff and assists in conducting biological analyses, DNA analyses and examinations of physical evidence pertaining to law enforcement investigations. Prepares reports of analyses, and provides expert testimony in court. Conducts laboratory quality assurance, safety, and training programs.

Duties:

  • Supervises, coordinates, and reviews the work of staff engaged in conducting biological analyses, DNA analyses and examines physical evidence pertaining to law enforcement investigations.
  • Receives and logs evidence from evidence custodians in accordance with rules of chain-of-custody.
  • Prepares correct reagents for analysis.
  • Examines various types of evidence to locate and identify biological stains such as blood, semen, spermatozoa or other types of body fluids.
  • Selects appropriate biological stains for further DNA analyses.
  • Performs complex technical forensic laboratory analysis of evidence.
  • Performs complicated molecular biology extraction techniques for the purpose of isolating DNA from blood or physiological fluid stained items and quantitates purified DNA.
  • Identifies genetic profiles of extracted DNA.
  • Performs advanced statistical analysis on the frequency of occurrence of generated genetic profiles and issues formal reports on the results of analysis.
  • Utilizes various human population statistical analysis methods to obtain results and presents the results to investigators.
  • Assists in developing and validating the protocol for DNA. Monitors, maintains and calibrates necessary equipment such as freezers, waterbaths, centrifuges and thermal cyclers.
  • Performs periodic proficiency tests to meet DNA Advisory Board requirements.
  • Performs research and validation studies on technological methods in forensic DNA identification.
  • Peer reviews laboratory casework.
  • Participates in writing and revising standard operating procedures and other laboratory manuals.
  • Trains laboratory technicians and lesser skilled forensic biologists in biological and/or DNA analysis. Instructs investigators, forensic technicians, and police officers on the proper collection, preservation, and submission of physical evidence. Assists and advises the Office of the State's Attorney on the forensic aspects of case.
  • Participates in laboratory quality assurance and quality control programs.
  • Follows established laboratory standards, policies and procedures.
  • Participates in yearly DNA audits and lab accreditation activities.
  • Participates in periodic safety inspections. Helps maintain health and safety related records.
Examples of Other Duties
  • May present lectures to students, citizens, and members of other judicial system branches on the role of forensics and expert witnesses in the criminal justice system.
  • Cleans and maintains laboratory facilities and equipment.
  • Performs other related duties as required.

Requirements:

  • Graduation from an accredited college or university with a bachelor's degree in biology, chemistry or a forensic science related field which shall have included at least twenty-four semester hours in biology and must have successfully completed college course work covering the subject areas of biochemistry, genetics and molecular biology (molecular genetics, recombinant DNA technology) or other subjects which provide a basic understanding of the foundation of forensic DNA analysis, as well as course work and/or training in statistics and population genetics as it applies to forensic DNA analysis
  • plus
  • at least two years of experience in the scientific evaluation of biological evidence which included six months of forensic DNA laboratory experience, including the successful analysis of a range of samples typically encountered in forensic case work prior to independent case work analysis using DNA technology.
Character Requirements
  • All applicants must be of good moral character and emotionally stable, as determined by a comprehensive background investigation and test for drug use.
Conditions of Employment:
  • On appointment to this classification, an employee must provide a DNA sample to be maintained for quality assurance purposes by way of buccal swab of the inside of the employee's mouth or current standardized collection procedure to be performed by qualified police department personnel. Provision of the DNA sample is a condition of employment and shall only be used for law enforcement purposes as a forensic laboratory or for purposes of human remains identification and request, but only to the extent that the genetic information is used for analysis of DNA identification markers for quality control to detect sample contamination. It shall be maintained and disclosed only in a manner consistent with law, separate from the employee's personnel file as a confidential medical record, and will not be used for any other purpose. See 75 Fed. Reg. 68912, 68936 (November 9, 2010), 42 U.S.C. 2000ff-1(b)(6), 29 CFR 1635.8(b)(6), as amended. Provision of the DNA sample is a bona fide occupational qualification reason
  • ably necessary to the normal operation of the police department. Failure to provide the DNA sample would prevent performance of an essential job function. Employees in this classification are subject to call to duty in emergencies, and may be required to work overtime as needed. Employees in this classification must remain competent to testify in criminal proceedings.
Physical and Environmental Conditions
  • The work of this classification entails frequent walking, standing, lifting, and exposure to hazardous conditions, such as chemicals, and bio-hazards, such as human body fluids.
Medical Examination and Employment Background Investigation
  • Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
