Duties: The Davenport Police Department is seeking a qualified applicant to supervise and manage the daily operations and the staff of the Identification Bureau (ID Bureau) including supervision of the civilian crime scene technicians, ID Bureau employees and managing all aspects of the crime lab. The ID Bureau Manager will perform a full range of functions to recover and examine latent finger, palm and footprints for identification purposes including conducting AFIS searches, making fingerprint identifications, and conducting comparisons and verifications. This individual will perform advanced crime scene casework, maintain their own expertise, respond to major crime scenes, process evidence, and testify in court as an expert witness. This position requires a high level of management skill and a high level of technical expertise.

Examples of Duties:

  • Supervise civilian crime scene technicians and ID Bureau employees. This includes; but, is not limited to determining workload and delegating assignments, conducting and locating training; monitoring and evaluating performance, initiating corrective or disciplinary action, and identifying developmental needs of staff, helping staff improve their knowledge, skills and abilities.
  • Supervise and perform laboratory examinations of evidence, including specialized processing involving physical, chemical, optical and digital methods and maintain accountability for the activities in the crime lab. Monitor and provide recommendations for the crime lab budget including expenditures, budget projections, and supply and equipment needs.
  • Perform a full range of functions to recover and examine latent finger, palm, and footprints for identification purposes. Processes, identifies, collects, and compares latent prints in connection with the investigation of crimes. Conduct complex examinations of recovered evidence including the use of Automated Fingerprint Identification System (AFIS), performing latent print comparisons, identifications and verifications. Prepare written reports on the findings of all casework.
  • Develop, write, implement and coordinate policies and procedures in response to department, state and federal regulations and emerging practices. Work towards the goals, vision, and expectations of the police department. Write policies for the ID Bureau and for practices within the crime lab. Interprets, clarifies, explains, applies, and implements changes when needed or required.
  • Assist in the collection of statistical data essential for supervising the civilian crime scene unit and the crime lab.
  • Coordinate and/or act as a liaison between outside agencies, work units, organizations, and suppliers.
  • Discuss laboratory test results and evidence with officers and attorneys; provide written documentation and expert testimony regarding scientific findings in judicial proceedings related to assigned cases.
  • Respond to the scene of field investigations to perform the technical investigation; specifically locates, identifies, collects and stores physical evidence from a crime scene; works with crime scene technicians in the processing of crime scenes.
  • Photograph crime scenes, including aerial and forensic photography, using digital photography techniques and maintains all digital photography files.
  • Prepare diagrams, graphic representations, scale drawings and official reports for examinations and investigations in order to document scientific analyses and the results of analysis.
  • Remain current on scientific advancements in the forensic field through the use of technical publications, presentations, training and self-motivation in order to apply appropriate methodologies.
  • Any other duties that are directly related to the collection, processing, and analysis of evidence, supervision of personnel and management of the crime lab.

Requirements:

Education and Experience:

  • A Bachelor's Degree from an accredited college or university in biology, chemistry, criminalistics, forensic science, physical science or a Bachelor's Degree with science courses from an accredited college or university; and, a minimum of 3 years of progressively advancing crime laboratory experience required.
  • Supervisory experience in the field is required.
  • Three years latent print casework with technical proficiency in chemical and physical processing as well as comparison and identification expertise is highly desired at the time of hire.
  • International Association for Identification (IAI) Latent Print Examiner Certification is highly desired at time of hire or must be achieved within 4 years from the date of hire.
  • A minimum of two years experience in crime scene evidence collection and processing is required.
  • An ability to be a leader and to execute the department philosophy is required.

Selection Process:

EXAMINATION: The examination/screening process will consist of the following sections with each section weighted as indicated:

  1. Training and Experience: 40%
  2. Written Exam(s): 20% (March 2010)
  3. Interview 40% (March/April 2010)

NOTE: The Training and Experience Rating will be based on the supplemental questionnaire that you need to complete as part of your application. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The top 30 scores will be invited to participate in a written exam and interviews.

A civil service list of no more than 15 names is expected to be certified at the April 14, 2010 Civil Service meeting.

Special Requirements:

  • Applicant must demonstrate high proficiency in the collection, preservation, documentation and analysis of physical evidence recovered from crime scenes.
  • Preference will be given to applicants with applicable supervisory, technical leader and managerial skills. Experience is required in developing and implementing technical crime laboratory procedures, quality control practices and quality assurance systems.
  • Must possess and maintain a valid Iowa Driver's License throughout employment.
  • Because of the confidential, sensitive nature of information handled, successful completion of a thorough background investigation is required.
  • Must be willing to respond at all hours to major crimes.
  • A physical fitness exam may be requested prior to employment.

Work Environment:

  • Work is performed indoors, outdoors and in a laboratory setting with exposure to chemical elements, such as fingerprint powders and noxious vapors associated with latent print development, exposure to forensic light sources and lasers and biohazard materials. The employee is occasionally required to conduct work in a vehicle or an outdoor setting, in all weather conditions, including temperature extremes, during night shifts, and in precarious places. This position requires exposure to human bodies that may require repositioning to acquire photographs and fingerprints.
  • The noise level in the work environment is usually moderate.

Knowledge and Skills:

  • Knowledge of forensics and the collection and processing of evidence.
  • Knowledge of crime scene reconstruction techniques.
  • Knowledge of the technology of fingerprint collection, recording latent prints, and classification of fingerprints.
  • Knowledge of comparison of latent to inked fingerprints.
  • Knowledge of the theory, operation and methods used to search unidentified latent fingerprints in an Automated Fingerprint Identification System (AFIS).
  • Knowledge of the methods used to locate and develop latent prints including the use of powders, chemicals, lights, and other means necessary to produce visible prints.
  • Knowledge of photography, including darkroom experience.
  • Knowledge of photographic and digital imaging equipment and software, preferably Adobe Photo Shop.
  • Knowledge of police terminology and practices; knowledge of municipal and state law as it relates to Crime Scene/Evidence Processing.
  • Skill in testifying in court regarding methods used in obtaining evidence, making comparisons and determining matches.
  • Ability to safely operate assigned equipment including personal computers, equipment used in evidence collection, processing and analysis and standard software applications.
  • Ability to process both physical and forensic evidence.
  • Ability to remain composed in stressful situations; ability to react quickly; ability to establish and maintain effective working relationships with other employees, agencies, attorneys, court personnel and the public; ability to communicate effectively both verbally and in writing.
