Duties: The City & County of San Francisco Police Department has a job opening for a 0933 Manager V - Biometric Identification Services to manage the Latent Print and Ten-Print operations in the Police Department Forensic Services Division. This position is integral to the functioning of the Automated Fingerprint Identification System (AFIS), the Automated Latent Print System (ALPS) and all aspects of friction ridge identification. Essential functions of the job include: developing and implementing short and long range goals; developing and administering a budget; procuring and managing grants and criminal justice project funds; establishing and documenting policies and procedures for Ten-Print, Latent Print and other CSI-related functions; training, supervising, and evaluating subordinates; providing technical advice to subordinate staff and other members of the department in the areas of comparative analysis, preservation of evidence and quality assurance; conducting administrative and technical reviews of case files and reports; general record keeping, report writing and data analysis and related duties as required.
Requirements:
Minimum Qualifications
- Bachelor’s degree from an accredited four-year college or university with coursework in chemistry, biology, molecular biology, biochemistry, criminalistics, or closely related natural or physical science field;
- Five years of forensic laboratory experience in criminalistics casework, at least two years of which must be comparable to 8262 Senior Criminalist with the City and County of San Francisco; OR Five year of management experience directly overseeing Information Technology (IT) systems used in forensic science such as LiveScan, AFIS, ALP, ULW, AAS, Mugshot, Mobile ID and Cal-Photo: And
- Possession of a valid Driver License.
Substitution
- Possession of a post-graduate (in a natural or physical science, management or other area applicable to 0933 duties) may substitute for up to one year of required experience.
Desirable Qualifications
- Casework experience in an ASCLD-LAB accredited facility.
- IAI certification in crime scene response, ten-print and/or latent print examination and/or participation with the CAL-DOJ Business Management Alliance (BMA) or a similar counterpart.
- Experience with automated booking procedures and electronic citations, mobile identification, computer archiving of hardcopy records and related initiatives.
- Experience in field response to crime scenes.
- Casework experience in one or more of the following disciplines: Digital Evidence (e.g., forensic computer, video, audio analysis), Forensic Imaging (e.g., crime scene photography), bloodstain pattern interpretation, bullet path trajectory or composite sketch.
- Coursework in project management or employee management.
- Published scientific papers and/or presentations covering biometrics, fingerprint science, or IT technology relating to human identification or related areas.
- Demonstrable success in implementing new programs in a law enforcement setting.
- Formal training in forensic laboratory audits based on accreditation standards such as ASCLD-LAB.
- Prior qualification as an independent latent print examiner; qualified to testify as an expert witness in criminal court
