Duties: Receives and maintains integrity of submitted evidence. Conducts forensic scientific examinations on evidence and forensic material to develop latent prints (finger prints, palm prints and footprints) footwear impressions, tire impressions . Uses chemical, physical and instrumental techniques, i.e. Alternate Light Sources and LASERS, Adobe Photoshop Software, Automated Fingerprint Identification Systems (AFIS), Automated Footwear (SICAR/SLIP) and Tire Identification systems (Tread Assist). Prepares oral and written reports of findings and expert opinions developed during examination and analysis of evidence. Directly responsible for the technical accuracy and adequacy of the forensic examinations performed. Travels worldwide to legal proceedings to testify as an expert witness in criminal investigations of the most serious type crimes (assassinations, espionage, drug investigations, larcenies, murder, robberies, sexual offenses, war crimes, etc.); presents technical testimony in laymen terms; defends analytical approach and results against rigorous cross-examination; assists trial attorneys in case preparation. As an authority in latent prints, respond to major crime scenes of serious and/or sensitive investigations and site exploitations to supervise and/or advise investigators and unit commanders and forensic collection teams on proper collection, preservation, and packing of physical evidence found at the scene. Prepares or coordinates the preparation of photographic reproductions of latent prints enlargements and animated Microsoft Office Power Point presentations to be used as exhibits in courts of law. Maintains state-of-the art knowledge and technical proficiency in the area of latent fingerprints. Identifies and recommends the need for research and development of new and/or improved methods or procedures for latent print examinations. Plans, conducts and directs research projects in which efforts may result in significant scientific developments and publications in latent print field. . Assists and trains special agents, military police investigators, military police investigators, military police, unit commanders/staffs and unit forensic material collection teams on proper crime scene and SSE techniques for processing, collection, preservation, and packaging of evidence, and laboratory capabilities available to them. Requirements: All positions covered by this standard require one year of SPECIALIZED EXPERIENCE that is in the same or similar work at the next lower pay band or equivalent under the General Schedule or other pay systems in the Federal service as indicated. Equivalent to GS7: Work that demonstrated the ability to input latent and record prints and launch searches in AFIS (Automated Fingerprint Identification System); Equivalent to GS9: Work that provided knowledge of the techniques for comparing and lifting latent fingerprints on a wide variety of evidentiary materials; and in photographing latent and inked prints, and making photographic enlargements for court demonstrations. Equivalent to GS11: Performing difficult latent fingerprint examinations, preparing written laboratory reports based on examinations, and testifying as an expert witness in the area of latent fingerprint examinations; Equivalent to GS12: Analyzing complex fingerprint cases and imperfect and partial latent fingerprint impressions that contain only the minimum number of points necessary to make an identification, and conducting methods development projects to improve latent fingerprint examination capabilities.

Conditions of Employment

  1. Position Requires Shift Work with normal 8-hour shifts but may require working extended 12-hour shift, 7 days a week for short periods and/or when assigned to Temporary Duty Travel (TDY) status. This position requires extended temporary duty travel (TDY) and/or deployment to contingency and/or humanitarian relief areas, worldwide, in support of the mission of the USACIL.
  2. Temporary Duty Travel (TDY) while not deployed is 20%. Emergency Essential position. Incumbent of this position will be subject to on-call and irregular work hours. Position is considered essential to support DA’s mobilization and wartime mission during period of increasing tension or mobilization. Position is considered emergency essential because (1) no qualified and immediate replacement exists and (2) leaving position vacant would (a) impair the effective operations of essential military support systems, or (b) adversely impact the combat mission of deployed forces.
  3. PHYSICAL REQUIREMENTS: Incumbent must meet DoD/DA physical screening requirements for deployment to OCONUS locations established by the CONUS Replacement Center (CRC) for OCONUS deployment, to include meeting the deployment requirements for physical and dental deployment readiness. Incumbent is required to lift evidence that weights up to 70 pounds to working heights of 48 inches. It is critical that the incumbent must have 20/20 vision or correctable to 20/20 vision with corrective lenses, with both eyes, with no detected color vision deficiencies.
  4. MOTOR VEHICLE OPERATOR’S LICENSE: Applicants must possess a valid motor vehicle operator’s license at the time of appointment, must maintain license while employed in the position and will be required to operate motor vehicle in accordance with applicable OPM regulations and related requirements of Department of the Army.

  • Must be able to obtain and maintain a Secret security clearance.
  • A medical examination is required.
  • This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Direct Deposit of Pay is Required.
  • Position requires employee to wear a uniform and/or protective clothing.
