The Sheriff’s Office is recruiting to establish an eligible list to fill a current and future vacancies if they arise. The Forensic Evidence Technician, which is assigned to the Investigations Division, compares unknown latent prints to known inked prints 80% of the time; in addition this position examines, prepares and develops latent fingerprints both chemically and with conventional dusting techniques; enlarges and traces usable prints taken at or off of evidence collected at crime scenes; searches files for comparisons with those of known persons, both manually and by scanning into the automated Cal-ID fingerprint system; and responds to major crime scenes and provides specialized support by searching for, collecting, preserving, transporting and processing physical evidence gathered at crime scenes.

Duties: Analyze and compare latent fingerprints; Operate videotape and digital equipment to record evidence at crime scenes; Collect, preserve and photograph evidence such as hair, fingerprints, clothing, fingernail scrapings, saliva and other physical samples on and from persons at crime scenes; Attend autopsies to collect evidence; Fingerprint deceased person; Photograph deceased before and after being cleaned up; Tag evidence as autopsy is conducted; Classify inked fingerprints using the Henry system; Prepare complete reports to findings/results and consults on latent fingerprint identification problems; and Offer expert testimony in court and prepare physical evidence and exhibits.

Requirements:

Licenses/Certificates: Possess a California Class C driver’s license issued by the State Department of Motor Vehicles by time of appointment.

Working Knowledge of: Fingerprint identification and other technical and scientific instruments, equipment, supplies and procedures used to search for, collect, preserve and process latent fingerprints; Henry System of fingerprint classification; Methods and techniques of latent print comparison, criminal identification, crime scene investigation, and of various chemical, laser and physical processes and related safety requirements; Rules of evidence; Applicable laws and regulations, health and safety codes and precautions for handling and preparing deceased persons and for contagious disease control; Modern cleaning and disinfection methods and practices for cleaning of persons, floors, walls, fixtures and equipment; and digital computer enhancement software such as Microsoft Office Applications and Adobe Photo Shop.

Skill and Ability to: Take and classify fingerprints in accordance with established methods and standards; Search, document, collect and preserve evidence gathered at crime scenes; Operate and maintain various fingerprint identification and other technical and scientific instruments, equipment and supplies; Operate photography, audio and video recorder equipment; Take and develop digital photographs; Prepare clear and concise reports and keep accurate records; Prepare physical evidence and exhibits for court; Testify in court as expert witness; Maintain facilities and equipment in a safe, sanitary and orderly manner; Follow written and oral instructions of a technical nature; Establish and maintain effective working relationships with those encountered in the course of work; Work independently with minimal supervision; and Correlate, interpret and draw conclusions from information received from a variety of sources.

Conditions of Employment: Work with bodies of deceased persons to include those associated with traumatic deaths and those infested with insects and vermin; Tolerate unpleasant odors such as those from chemicals used to preserve and process evidence and from decomposed bodies; Successfully pass a complete background investigation, which includes a voice stress analysis (similar to polygraph); Work flexible hours, shifts, weekends and holidays, wear a pager, and be subject to holdover and callback duty; Provide a telephone number or means by which employee can be reached; Use current safety equipment and take safety precautions in carrying out duties.

Physical and Sensory Requirements: Ability to see well enough to search, document, collect and preserve evidence; Physical strength to change a tire, and to transport and use equipment such as shovels, rakes, tents, generators, audio/video recorders and ladders weighing up to 40 lbs; manual and finger strength and dexterity sufficient to operate instruments and equipment such as fingerprint testing kits, glue gun, electro-static dust print lifter (ESDPL), audio and video recorders, cellular phone, cameras, police/portable radio, computers and related equipment; Ability to stand for long periods of time in adverse conditions; Ability to hear beeping alarm on equipment (i.e. photo equipment, metal detector), telephone and face to face conversations; Ability to speak clearly to serve as expert witness in Court and to communicate on a 2-way radio; and sense of smell to detect chemical odors.
